Publishers to spread misinformation about Open Access

Nature News reports that a group of major commercial publishers have been taking advice from a leading PR consultant, to help them fight the Open Access movement.

Noting that "Media messaging is not the same as intellectual debate" (in other words, it doesn't matter if you lie!), they suggest that the publishers will try to falsely equate open access with government censorship and lack of peer review.

Personal Licences for EndNote/Reference Manager

In order to have a legal copy of EndNote or Reference Manager installed onto a desktop or laptop which is not owned by the MRC, the owner must buy a personal licence from Adept Scientific. Because the MRC has an institutional subscription personal licences are available at a discount (50% of cheapest web price) on commercial price.

In the past obtaining a licence was quite a long winded procedure involving obtaining an paper application form from Library, completing it, bringing it back for counter signature and to be stamped with an official stamp, then sending form off to Adept Scientific by post. Adept has now made a much easier method available - use of their Educational webstore at

http://www.adept4education.co.uk.

Have just received an email to say that there is power failure in Manchester affecting MIMAS, so 3 of our databases are currently unavailable:

Have no indication at moment of how long they will be offline.

Computer cluster changes

The library has made a few small changes in the computer/reference room to try to reduce the power we consume.
  • Separate zip drives - were available on every Windows PC that did not have a built in drive. They were lightly used and yet were always powered up. Four of these have been removed and stored. The remaining two are on pcs on the wall by Deputy Librarian's Office, these have also been switched off at wall socket - users can switch them on if they wish to use them.
  • Computers - during day all computers will be powered up as normal. In the evenings (post 5pm) and for weekends computers that are not in use when library staff leave are being shut down and switched off. Users who need a computer may switch one on, but please shut them down and switch off power when you've finished.
  • Lights - we will be opening the blinds and switching off the overhead lights when natural light permits during day. In the evenings library staff are switching off panels of lights over computers that are not in use as they leave. Again users may need to switch them on if they come in later or over weekend, but please put on only the appropriate panel of lights and turn them off when you leave.

We have also unfortunately lost one computer due to a component failure, so various monitors have been moved to make best use of facilities available (bonus is that we no longer have to use the last 15" monitor). Software that was specific to the failed computer has been reinstalled onto the nearest remaining computer.

ScienceDirect E-journals - Alerts & Downtime

ScienceDirect ejournals will be unavailable from 7.30pm on Saturday 20th Jan. This is for the implementation of an improved search engine - the implementation should take around 6 hours.

All Alert searches are currently suspended (suspension started on 14th January) so they and saved searches can be converted for new search engine. Alerts will recommence on 21st and will include data from the period of suspension.

The EU and Open Access

European Union institutions are putting their weight behind Open Access.

The Scientific Council of the European Research Council has issued a Statement on Open Access:

it is the firm intention of the ERC Scientific Council to issue specific
guidelines for the mandatory deposit in open access repositories of research
results – that is, publications, data and primary materials – obtained thanks to
ERC grants, as soon as pertinent repositories become operational.

The European Research Advisory Board has also recommended an OA mandate for EU-funded research:

The European Commission should consider mandating all researchers funded
under the Seventh Framework Programme (FP7) to publish the results of their
research in an open access repository within six months of initial publication,
according to the European Research Advisory Board (EURAB).

Usage statistics

Back in the old days Librarians yearned for a way to measure which journals in their collection were being used and how often. They would resort to putting sign-up slips on volumes, to be initialled every time a reader consulted that volume, or to paying library assistants to lurk in the background and spy on readers to see which titles were used. "If only", they said, "we had a reliable method".

And then came electronic journals, followed closely by electronic journal usage statistics. Suddenly we are drowning in data that we struggle to interpret, though combining it with cost data can be instructive. What's worse, the publishers also have this data and they are looking at it.

Science switched a few years ago to charging us according to the level of usage made. In the last renewal of Nature and other Nature Publishing Group (NPG) titles, the publisher presented figures to show that the cost per downloaded Nature article at NIMR was very cheap compared with the majority of other customers (and at LMB cheaper still - they seem to be heavier users). Hence, they told us, we should not complain about the price increases. Other publishers have also been looking at usage figures to see whether they can be a basis for charging, and we may see new business models based on usage emerge in the next few years.

I learned one interesting snippet from the Company of Biologists, publishers of the journal Development. Apparently use of this title at NIMR is about half that of the usage across the whole of Harvard Medical School.

Microfluidics OA journal

The American Institute of Physics (AIP) has recently launched its first open-access journal, Biomicrofluidics. They say "Open access is good for interdisciplinary titles such as this one. Being open access enables anyone to look at the full text. If this was a subscription title it might not be high on the list of priorities for subject-specific librarians because only a few researchers from their disciplines might be involved in this area." The journal will also have an associated blog.

UK PubMedCentral launches

UK PubMedCentral, the UK mirror of the US-based repository, launched yesterday, 7th Jan.

It provides free access to a permanent online archive of peer-reviewed research papers in the medical and life sciences. A group of nine UK research funders, including MRC and led by the Wellcome Trust, awarded the contract to develop UKPMC to a partnership between the British Library, University of Manchester and the European Bioinformatics Institute (EBI).

Initially UKPMC mirrors the American PubMed Central database (hosted by the NCBI at NIH). Through 2007, and beyond, the partners will develop innovative tools for UKPMC to further support biomedical research. In this way, UKPMC will grow into a unique online resource representing the UK’s biomedical research output.

From today, UK scientists will also be able to submit their research outputs for inclusion in UKPMC. MRC Units and Institutes will have to start depositing from 1st June 2007.

Photocopies versus PDFs

This is a long and boring response to "I want a PDF of this article! Why can't the Library get me one?" It would be easier all round if you would just believe us when we say "we can't (except at some cost)". If you can't believe that, then you will have to read on.


The last ten years have seen electronic journals become established as the dominant form of journal access. Gone are the filing cabinets stuffed full of paper photocopies, in their stead are hard disks full of PDFs, or databases with links to online articles. At NIMR, through the efforts of the Library (and a sizeable, but never big enough budget!), we have access to over 1200 relevant ejournals. But there are many more journals that we do not have access to (read "pay for") and these we get hold of by interlibrary loan (ILL) from the British Library or other libraries. This is where the PDF revolution falls down.

Publishers hate people to read their articles for free. They grudgingly accept that photocopies can be made and even sent from one library to another through ILL. Copyright law allows for this, calling it "fair dealing", so long as it is for non-commercial research or personal use. Publishers definitely do not want PDF copies of their articles to be emailed to potential readers who do not subscribe to the journal. This worries them even more than photocopies because a) it is so much easier b) the quality is much better than a photocopy and c) the electronic copy is just as good as the original, so could be distributed again.

Because Libraries do not purchase electronic journals, but only buy a licence to access them on the publisher's website, use is governed not by copyright law but by the terms of a contract with the publisher. These terms almost always exclude electronic transmission of articles, except under very special circumstances (usually involving the automatic deletion of the file once it has been printed). It often is possible to purchase an individual article direct from the publisher, but this costs several times more than a normal ILL so it is not feasible under our current budget.

We like to say "Yes" to your requests and it pains us to have to say "No" to PDF, but in this case we really don't have a choice.

ERC supports Open Access

The Scientific Council of the European Research Council issued a Statement on Open Access (pdf) in December 2006. They say

"it is the firm intention of the ERC Scientific Council to issue specific
guidelines for the mandatory deposit in open access repositories of research
results – that is, publications, data and primary materials – obtained thanks to
ERC grants, as soon as pertinent repositories become operational. "
